i do allot of my work in photoshop (bit overkill i know)
if ur on windows theres a nice program called
paint.netfor mac i know there is pixen or anything u can find in the appstore.
for linux id recomend
krita(again that one is a bit overkill)
and there is also gimp for all platforms
again no ripping or using artwork from others, i like some original content for this challenge

Did a quick google and found a forum post which a bunch more
tools for pixel art. I've just used paint and GIMP for this stuff before, but RotSprite and Tile Studio look very useful.

This project should use all original fan generated art. 1) because we're not pladgerusing (plagiarising) CCed content and 2) because we're bad @$$ enough to come up with our own bang tidy ideas.
I was thinking too that anything not implemented we could use for a tamagotchi-esque (virtual pet) game.
But yes, the goal here is not to clone Pokemon. Just a world traveling, monster collecting and creature battling game inspired by it.
