    arduino
    communication
    mote\or driver
    motor+gearbox
    wheels
    battery compartment

so thats slightly over 50 for the "base" robot that can drive and comunicate

How would someone get a good base for this (plastic, I could settle for wood)?

u can use the back of the baterypack
but probebly u use a perfboard where everything can be soldered on
also lots and lots of hotglue

I'm scared of hotglue.
Also, Sparkfun suggested that I use the Uno (I've heard a lot about it, and was going to get it sometime).

u can get any arduino uno (rev3), uno smd, mini or even just a boarduino wich is the cheapest alternative
leonardo and micro is prety cool to they have a newer chip wich ca do some cool usb stuff
the mega and others like those are a bit overkill for this

i have a uno and 20 or so ATmega328 for wen i blow the chip out XD
